Below is the recommended maintenance schedule as suggested by Toyota Dealership - Penn Toyota, Long Is., NY:

Lube, Oil and filter
Replace Wipers
Grease All Doors and Hinges
Replace Spark Plug (Platinum plugs)
Check and Service Battery and Charging System
Replace Fuel Filter
Check Ignition System
Drain and Refill Transmission Fluid
Drain and Refill Differential
Rotate Tires and Set Tire Pressure
Check and Adjust Brakes
Inspect Suspension and Struts
Add Injector Cleaner
Check Air Conditioner System
Drain and Refill Anti-Freeze
Drain and Refill Transfer Case
Inspect Exhaust System
Inspect Steering and Linkage
Replace POV valve
Grease Drive Train
Inspect Fuel System
Adjust All Belts
Computerized Diagnostics Test
Complete Safety Check

I would like to find out if the above services can be done as a DIY. The bold items have been completed, as you can see, still a lot more to cover.
The dealership is asking for $650+ tax for the said maintenance.

I would like to get everyones input on how to go about and perform the services myself, ofcourse, I will compare the cost against what the dealership is asking, if feasible, I will go about it myself, if the cost proves to be cheaper just by a fraction, I will let the pros handle it. Your DIY instruction assistance would be very much appreciated. While I await for your responses, I will try and search for info and update this post on a regular basis. Thank you for your anticipated assistance!

650+, what a ripoff.

you can DIY just about all of that and save hundreds.
first, get a haynes manual. also take a look at the tutorials section.

edit:
its a PCV valve not POV. its around 3 dollars, easy to replace, and can make or break your engine if allowed to get old/dirty.

DIY is the way to go. I took care of everything on my 90K maintenance list for a total of $280.13 last summer. I purchased the timing belt, had everything off, but the crankshaft pulley bolt just would not budge. I talked with a local toyota tech and he charged me $75.00 to replace the timing belt...and that was part of the $280.13. I've got a list of price quotes on excel if you want me to email it to you so you have an idea of what items are going to cost and where to get the best price for each item.

Well..half of this is filler.....Like checking your exhaust system...Checking the suspension.....They set you up by asking you questions and making you think parts will go prematurely...Check the list...:

Lube, Oil and filter....Yes every 3000 miles...20 to 25 bucks..

Replace Wipers.....Simple to do...25 bucks for the pair...you can do yourself...intstructions on packaging.....

Grease All Doors and Hinges........Wow....so easy..get Sewing Machine oil...2.99.....

Replace Spark Plug (Platinum plugs).....Definitely but Spark plugs last a while....I dont recommend doing if a novice.....25 bucks tops...

Check and Service Battery and Charging System...Well dont buy cheap batterys and dont leave your lights on...The Solara aint a Motel 6...!!!

Replace Fuel Filter.........Pain in the ass...pay someone to do it....IDK $20.

Check Ignition System........Filler....if it starts fine leave it....

Drain and Refill Transmission Fluid.......Pay someone....Change at least once a year.....Dont forget the Tranny filter....if it has one...I havent found out yet....

Drain and Refill Differential.....For the 5 speed??....

Rotate Tires and Set Tire Pressure.....Easy...check your pressures each month......I think 30 psi fronts 32 in the rears....

Check and Adjust Brakes.....You can tell if the brake pads are low..if they'er not meaty or fat...maybe feeling squishy....Providing the brake pads maybe 50 to 100 bucks...for a capable mechanic...to do......

Inspect Suspension and Struts.......any squeaky noises...bounceyness or thunks when hitting holes or gaps will give you clues....

Add Injector Cleaner......Big deal....it 1.99 to 6.99 depending on which one.....Easy just pour in when you fill up gas tank every 3000 miles....

Check Air Conditioner System.....Are you cold when its on??

Drain and Refill Anti-Freeze.....Flush job....make sure you use toyota red or pink.....IDK 39. to 49. bucks.....for a mechanic to flush....

Drain and Refill Transfer Case.........Ya got me?.....

Inspect Exhaust System......If its rusted out and sounds like a '76 Camaro....go to Ebay an buy a cool exhaust and get it put on ....what $300 to 400 when your done..

Inspect Steering and Linkage...Turn the wheel.....Smooth huh...Solara...
Replace PCV valve.............Pull the old one out..take a needle nose to the clamp....your done.....3 bucks...

Grease Drive Train.......Come on do they do this really...??....

Inspect Fuel System.......Filler.....

Adjust All Belts.........Yeah right......They'll tell you you need new ones before this gets done...

Computerized Diagnostics Test........50 bucks....But your engine lights will come on anyway.....

Complete Safety Check
.......Filler......


And after they do all this does the dealer still charge you for parts if you need them.....Big question.....Try and find a good mechanic and go over the fluids, belts and brakes...Peace.....

oh wait... didn't notice you said timing belt... w/ a timing belt it sounds right!

However, recommending one at 60k seems odd to me... I thought the maintenance interval was 100K (our dealership recommends at 90K)

doing the spark plugs and brakes are an easy job...even for a novice like myself. itll save you the money you need to get your timing belt and water pump changed. i didnt replace the plugs, water pump, & timing belt till 85k and all was fine.
