Removing Tail Light Bulb

Removing Tail Light Bulb

so my right brake like wont come on, which is weird because the light still works for the running lights, and when I lock the doors with the key fob it still flashes.

Is this a fuse problem or a light bulb problem?

I looked around the bulb area, but had dificulty removing it. Does it simply pry off, or does it rotate then come off?
