alright, the stitching that goes around the ring of my steering wheel came apart so i just cut it all off and i'm left with the ugly brown wheel. is there any way i can buy just the outside ring and not have to replace the whole wheel and airbag? it looks like it can come off but i can't seem to figure it out...

Not really... unless you buy those steering wheel covers which are extremely fugly.
