chirping noise

2000 SE 4cyl 63K. When low gear (1st or 2nd) at slow speeds the car has a continual chirping noise coming from the front wheels. It seems to occur with every rotation of the wheel. Dealer said it was not a problem. Any insight into what might be causing it would be appreciated.

If its the rotation, the best idea I can think of is how the tires are breaking in. Like the tires arnt even from being in the new side so it pops and cause the shocks or what ever to make sound. Nothing bad. Eventually the tires will shape out even and it will go away.

The car is manual. The noice goes away above 2nd gear. What exactly is the throw out bearing? And is it bad that it chirps?
