Your bulb is a dual filament meaning there are two parts to the bulb the high beam and and low beam part. One of the filaments is blown and you need new bulbs.

Try cecking the relay box located in front of the battery (Gen1 application). There should be a separate mini fuse for high and low beam left or right side applications. I believe it's a 15amp fuse or 10amp. check those out. Hopefully this helps out.

Yeah, what he said. Also keep in mind that the DRLs for the Gen1 runs off the low beam (which is kinda stupid considering that Toyota didn't think of how rare the high-beams are used in urban driving and how this shortens the life of the low beam filament)
