I was wondering, is there anyplace I can go that will rent me some garage time and tool access? I'm looking to do some work on my car, but I don't want to work in the street, and having access to some better tools would be excellent.

can't work on it in your garage?? for minor upgrades, you could also purchase some tools from Sears and do it yourself at home.

If you are military, bases have a thing called an Auto Hobby Shop that let's you do that exact thing you mentioned. I don't know of any in the civillian market though sorry.
