Can I put 100/80watt bulbs in my 99 Solara? Do I need a relay or is stock wiring good enough?

you can but you might risk melting the wiring harness. i had some 100 watt bulbs in my car before (nokyas) without any issues at all for nearly a year before I got hids.

well i havent tried those type of bulbs on the solara but i used those and melted the harness on 240sx... g20t.... tiburon... so yea.

but when u melt it, u can just spend liek 15 bucks on the harness, if u never need it to repair, which is simple.

i did it twice.
