cigerette lighter fuse

before someone flames the crap out of me: I did search but couldnt find a good answer. (maybe I suck at searching?)

while trying to power a touchscreen using the cig.Lighter port, I think I briefly shorted out the two terminals accidently - ever since they havent been working (i get no power - i measured with a multimeter).

Im almost positive its a fuse. I have searched and people say this particular fuse is located under the change pocket left of the steering
wheel.

How do I open the panel ? I assume it should be relatively simple to access - but I cant get to it.

do you guys think it could be something else ?

Please help. Fuse box diagrams, anything would help.

thanx
