my passenger head light has been coming on and off lately.. i checked it out and the bulb is not burned out. but i was wondering what this stuff is.. its in my driver side head light too.. i took some out with a q-tip, and the head light came back on for a few days. so whats this goo for?

when i was installing my HID kit, i noticed the same thing, i didnt clean it off, i thought it was some kinda connecting gel or somthing, so w\e...

I believe it is to keep water/condensation out.

Electrical grease, prevents corrosion and arching, I use it all the time on electrical connections, you can buy it in small tubes at any auto parts store, I highly recommend it.

Yeah it's the same stuff on my car, in the headlight bulb connector, and on the battery.
Personally i don't like it, it gets greasy, and nasty.
