Try some mother scratch remover? I used them before and they are not bad for those not-too-deep scratches. They claim that they are safe on clear coat

You can try polishing compound. Do not use rubbing compound!!! First apply the polishing compound found at a local hardware store to a rag the swirl it on. Buff it out and then wax over it. Should be as good as new unless to scratches are into the paint. They there is nothing you can do.

It does not sound like actual scratches if they are black. most scratches are white or silver. Sounds like some surface contaminents like sap or tar. Makes the surface feel like sandpaper. I had that problem -- used a clay bar to work them out. Try Clay Magic or Muther's Quick Clay. It's easy to do and makes the car look like new.

I've heard very very good things about clay bars. Maybe i should pick one up myself

There's no such thing as a "SCRATCH REMOVER". All the products out there merely fill in and cover/hide scratches...they don't remove it. I would recommend Meguiars Scratch X for light abrasions.
