My car seems to have a slight power decrease when the car is running at normal temperature. Is this normal?

air density will change the air/fuel requirements... that's why you feel so much more torque in cold weather driving

Yup same thing happens to mine, runs like slush. When its a brisk/cold day, my car is super responsive.

A 160* thermostat can counteract this to an extent, theoretically. A whole new aftermarket cooling system would help even more, a few here have actually done it.

Depending on how much money your willing to spend you can change you cooling system (radiator, hoses, etc.), add an oil cooler, and a fuel cooler.
Jegs used to sell a cheap oil cooling product which might help a little (when your moving), it is just a finned aluminum piece which mounts on your oil filter helping catch more air, thereby cooling it. I think it was about $15.
