I just heard that chrome rims need to be taken off during the winter (I live in PA(somewhat harsh winters)) due to rusting
I had never heard anything about this before but I'm sure you guys can tell me whether this is true or not

Just that the salt and water plus cold temps. can help speed up corrosion of the chrome. Chrome polish, wax, and protectants help, but the salt tears that apart pretty quickly. Chrome is not a snow tire thing anyways. Dipping a chrome wheel again is not a feasible or cost effective option anyways, so if you got chrome, save it for times when not heavy snowing.

now if I were to just swap my stock rims during the winter, how much does it cost(to swap them)?

Free if you use your car jack! I can do it in a half an hour! A shop shouldn't charge you more than $50 to do it.

Yeah, you could just buy a 20-50 dollar 2 ton jack from Sears or something, and change em ur self. And buy a torque wrench that shows how much lbs of force you should use when putting the lugs back on. Its not that much work, just do one tire at a time, and tighten the lugs in the following order with 1-2-3-4-5 going around in a circle. 1-3-5-2-4, and after 25 miles you retighten the lugs.
