how does increasing radiator pressure increase radiator performance?

In chemisty, you have boyles law that states PV=nRT. We are only concerned with P (Pressure) and T (temperature). As you raise the pressure, you also raise the boiling point of the liquid so yes it would help radiator performance in the sense that you won't boil your coolant as easily. In the real world, you won't see any gains, just cosmetic.

so increasing the radiator pressure creates a marginal to minimal improvement towards coolant cooling?

It does not increase your ability to cool better, but it does allow for a higher boiling point.

They're only 20 - 30 bucks. Just buy one :). It shouldn't hurt anything as long as your hoses are good. It most likely won't do anything on your car, unless you're having a problem with boil off. It does what it says it will, raise the boiling point of your coolant, but the question is do you need the service?
Let's just pretend I didn't grow up, or you're going to be terribly disappointed.
