Chris,
I haven't used it yet, so I honestly don't have a great handle on it. But essentially, the answer to your question is 'yes." The Tunable MAF Customizer has a serial port on it, in addition to the wiring harness port that's on the non-tunable one. Using this, you can plug the Customizer into your laptop computer and create new or tweak existing fuel trim tables in order to keep your factory ECU happy when you add new modifications that affect fuel trims, like bigger intake, larger injectors, etc.
The way I understand it from reading the instructions (which are highly technical, with a lot of it over my head as yet), the factory computer has limited ability to "learn" how much to adjust the fuel trim using output from the oxygen sensors under low to mid-range engine output, and no ability to do so under high-output conditions. It "gives up" and uses pre-programmed internal tables and voltage output data from the MAF sensor to try to 'trim' the mixture by controlling injector pulse width.
This is where the CP-E MAF Customizer comes in. By allowing you to adjust the MAF voltage messages going to the ECU, you can maintain optimal "closed loop" fuel trims throughout the power band. That's the extent of my understanding so far. How to program a fuel map is still beyond me, but I intend to learn. I'm definitely a noob on this stuff. I asked Josh what the difference between this and a SAFC is, and I frankly didn't understand what he was saying enough to try to repeat any of it. He seemed pretty excited about their MAF Customizer having certain advantages, but it kind of went over my head at this point.
Since CP-E has done such an excellent job of tuning a 1MZ fuel map for to compensate for their huge intake, I may never use the tunable feature unless I do further modifications that would make it necessary. I pretty much got the thing just because it was available, and I'm off and on about continuing to add performance mods (SC, fuel mods, etc.). I still want to learn how to use the thing, regardless, just because I fancy the challenge.
