I would like put in a chip to improve performance but cannot find one. Could anyone out there point me in the right direction for a good reliable manufacturer of them? Thanks.

That's because nobody makes one. They say that Toyota ECUs are hard to crack. I guess Toyota doesn't like the tuner movement or something. And besides, not many care about Solara performance... just us here 8)

...most companies put Hondas in priority.

you can get some piggyback computer such as SAFC, emage, or split second unit to alter the signals.

Toyota products from 1998 to the present cannot be reprogrammed. There is an 18 digit frequency code that is required to access the program. Toyota has not released it. Without the code, accessing the program will probably erase it. This makes the ECU useless. There you have it.
