I thiink your ballast may be shorting. Remember, HID Ballasts cannot touch any other metal. I had a short once since my tape came loose and my ballast fell down. It was fine for a while, then my HIDs started flickering when my headlights were off, and then later that week, my car wouldnt even crank anymore. I couldnt figure it out.

Taking off the battery cable and starting it didnt work either. I found that the ballasts fell down and remounted it. I had to leave the battery disconnected overnight and reconnect in the morning ot get it to work, so I think the car has some kind of safety short-prevention mechanism

Point is, if the ballast is touching metal, your HIDs will turn on and/or flicker even if the switch is off. If your ballast are touching metal, REMOUNT them and make sure they are mounted sturdily, or one day you might need your car and it wont start.
