What do you recomend for springs on a 2000 Toyota Solara SLE ST, Tein Stech, Eibach or Vogtland?

The usual here is Eibach with Tokico Struts.

Coil-overs are nice but expensive.

if you look in the for sale section, you'll see the group buy going on for the eibach or vogtland springs. tokico struts are also involved in a group buy too. search also works good too.

All the springs you have mentioned are great. I went with the Eibachs because they were/are on sale in a group buy. The vogtlands were later added to that group buy and they are great springs too. The tiens are very new to most people here, not to many guys have them, but they are sweet springs too.

You'll be fine with any of the three you listed
