I saw an Eclipse GST today, and as it went past, I barely heard anything, it was amazing. Is there any way to increase performance but reduce the noise on the street? I know insulating will reduce noise inside, and keep sound inside, but what about the engine? Or is quiet performance an oxymoron?

Quiet performance is possible... but the use of restrictors and stuff come into play... you can get SLIGHT gains if you want to keep a pretty quiet engine, but if you want a true performance gain, you have to sacriifice the volume. I never complain about hearing my engine at high revs =D (K&N knocks up the volume quite a bit in high ranges on my car =D )

i noticed V6 doesnt sounds as loud as a 4 banger. no matter of engine noise or exhaust tone. Also, for some car in certain RPM the exhaust is quiet. But most likely i think it might be the guy has 5 speed and it was put in nutural gear and slide pass by you. (i often do that)

hehe... my thought of why a 6 is more quiet than a 4 is b/c the 6 would not have to work as hard to maintain the same speed of a 4.
