They just cap off the wire to prevent shorting and come in the CPE kit.

then is that last wire supposed to be cut?
i didn't have any of the original supplied parts, so i left that wire alone, and simply scotchlok'd it twice.

i guess i should cut it.

Yes cut the wire according to the instructions
