10% Ethanol: Good, Bad, Neither?

One of the gas stations in my area sells all grades of its gasoline with a 10% additive of ethanol. Typically this station is one to two cents cheaper per gallon than everyone else. Is ethanol something that improves engine performance, a way to make gas a little cheaper, or something else in between?

I have heard that it should be used once in a while to clean out your engine's fuel system etc. My friend's truck after filling up with it ran beautifully.

I'm guessing you might just want to use it every now and then given it's $$.
