I think its some kinda electrially powered motor (not a real compressor) to suck air into the throttle body. Kinda like a small fan blowing into the airbox. I doubt that thing is real though. As JoeB said, its just like those who claim their chip would yield 15HP.

In additon to what JoeB said, a couple stickers would help...
