Doesn't have to be in the hood. Many cars have vents or slits in their fenders for the same purpose. Some cars can remove trim from around windsheild wiper mounts for better airflow.
Having it vent out the hood is the best option as heat rises. Not only does it aid in cooling your engine compartment, but it allows air to escape at speed negating a parachute-effect causing big-time drag slowing your car and reducing gas milage and when parked after a drive, the heat can escape preventing heat damage/dry rotting of your coolant hoses and belts.
I can feel a torrent of heat pumping out the small pair of kidney vents in my hood after parking my car following a commute. More so than out of the large vent above my turbo, exhaust manifold and radiator.

Try cooling a rallycar which has a skidplate blocking airflow out of bottom of engine compartment.
