I have recently installed new wheels (17's) on my 99' sle and when i have 3 people including myself in the car and i go on a hill and come down.. it makes a noise at the rear wheel like the wheel is hittin' the fender. or if i do a sharp turn.. any ideas?

You might be hitting the fenders.

Roll your fenders buddy.
Check the sidewalls of the tires for wear marks
and check the fenders for signs of contact.
