is bumper removal required for installing fog HIDs?

I got a set of 3000k kit that i'm going to replace the factory OEM fog light with. I took a quick look under my car and the entire fog light housing is blocked with screws seems to be driven into the bumper... Do i need to take off the whole bumper to install the fog kit?

i also went through 2001 camry repair manual (which covers 2001 solara) and it said nothing about how to remove/replace fog lights...

No you dont need to remove the bumper.... go under the car and remove the splash guards (big black peices that go from the wheel weel). From there on you will have access to the fogs

I believe you need to remove the black splash guards first in order to even gain access to the heat shields (i didnt even know of any heat shields??)

There are no heatshields in that area.

Splashguard is the best and only way. Undo 2 screws for access (They screw in through a clip that clips onto the bumper), or you can remove to remove the three bolts in the back too it for much easier access. Watch out with those bolts, if your cars old and a bit rusty underneath, they strip easy. (I have 3 broken bolts down there).

Removin the Splash gaurd is the best way to do it...it takes about 5mins with good socket wrench......Kinda off topic but is there a way to actually open up those fog light cases and clean out the inside....just wonderin

if you don't want to be on your back the whole time you're mounting your ballasts and whatnot, you can also remove the headlights and grill.

fairly simple if you've done it a couple of times.
