Its definitely doable... maybe with a dremel to aid you. You can get just the projector housings off of ebay, I've seen sets go for as low as $80. Start with the HID kit, find out the size bulb you'll be having (D2S I think? does this sound right to anyone?) Then find the right housing. I think its very doable!

there is a company that does projectors for the 1999 camry, its not exactly the same headlamp size, but wouldnt the projector size be pretty close?

There are no projectors for 1999 camry (gen4); there are aftermarket halo lights for gen 4.5 camry (2000&2001)
