I have a bad feeling that might be under the category of normal wear and tear... :( However, if the drums were recently replaced by the dealer with genuine Toyota factory replacement parts, they part will be covered for a limited time. :-?

That definitly should be covered by the extended factory warrantee... I believe the fist GEN Solara's are made by Fujitsu Ten (Eclipse). :D

surface rust on drum covers (if that is what your referring to) is normal. Just buy a wire brush, some brake cleaner and clean that sucka out..and then paint with high temp engine paint.
