Can I paint them without taking anything apart or out except the wheels? If so what steps should I take?

You must take the wheels off. You can then very carefully tape off the areas not to be painted. Throughly clean the areas to be painted. Then paint as required. You will want to leave the wheels off until the paint dries.

^^ as he stated above.
I love jackstands for this, but this is not a must!
1. Remove wheel (DOH!)
2. Clean as much as you can on the caliper (wirebrush + Brake cleaner) - make sure you don't wirebrush the rotors (LOL)
3. Mask the areas you don't want painted!
4. Paint away (let the first caliper dry and start on the next wheel) this way, by the time your done with the 4th caliper, the first one will be dry and you can apply multiple coats...this multiple coats is what makes it last long!

Just curious, is there any kind of clear coat that goes on top? I just think the paint would last longer...

If you buy good paint it won't need the clear coat.
