It got ripped off and I was wondering if the aftermarket ones come with it?!? Should i get a replacement from toyota and have the garage thats installing my exhaust (either getting apexi ws or greddy evo 2) put it on while they're doing that

The heat shield on the floor pan is what you are talking about, right? I would not bother putting it back on my car, but if you think it keeps the cabin cooler, I'm sure the shop can rig it back up.
