A full coilover setup, such as Tein. Will replace both the springs and shocks/struts. It is a one piece part that is both height and damping force adjustable.
Aftermarket shocks/struts are sometimes damping force adjustable, but for the Solara application, they are not.
Lowering springs lower your car, but do not allow you to change your ride height without switching the springs themselves.
Ground Control coilovers are whats called sleeve coilovers. They do not replace the entire assembley as a traditional coilover setup would. Rather Ground Controls replace your springs, and allow you to adjust the ride height.
Though not nearly as good or adjustable as a traditional coilover setup. Sleeve coilovers prodive you with an affordable way to adjust the ride height of your car, however they do not allow any type of damping force adjustment, as they must be combined with the stock or aftermarket shock/strut. Ground Control is one of the best sleeve coilovers out there.
With all that said, the price of ground control and aftermarket shocks will run you around $800 in just parts. And that still leaves you with being unable to adjust the damping force. If you are willing to spend $800 already... I would spend a few hundred more and get a traditional coilover setup. It will be an easier install, you will get MUCH better performance and adjustability out of them.
