As others have said, it would be better to do it all at once. You won't get the full benefit of the lowering springs unless you match them to performance struts, plus you'll double pay the installation costs by having the struts installed at a later date.
If you're scraping now, even without a lowered car, I think you're going to have to be very careful getting out of that lot once you install the springs. Actually, though, I have had more of a problem with scraping due to the large tip of my Apexi exhaust than I have had from the lowering springs.
