problem solved. YES!
it was the flasher relay
sorry guys for the confusion. i first went to toyota but stupid me i knew they'd try to confuse me .. they wanted to charge me 75 dollars this time for it. so i said hell no.
i decided that since autozone didnt have it and couldt afford to wait and order stuff online, i made one last attempt by going to Advance Auto parts. I looked up the info on their computer. they had the part BUT the product shown was a cylinder looking thing and with only 2 prongs. NOT three. the kind of flasher I got was I think an E35 (will make sure in a little bit). plugged it in and voila it works again! the ticking sound is of course slightly different, actually noticably quieter but man am I glad this nightmare was over.
