My extra 12V power outlet (the one below the ashtray) in my 99 SLE isn't working. How do i get behind the dash to test the wiring? I already checked all the fuses so its gotta be something else. Any suggestions?

Take the dash apart and make sure all the connections are tight.

Taking the dash apart has nothing to do with the 12V high-current accessory output. To get to the that output, you will need to pry up the shifter panel, as that is a complete one piece, and pull away from the dash. Check the plug and/or contacts.
