Need Help Please

Forgive me if I am posting in the wrong area. I have been searching the internet for two days and believe this site has the most experienced Solara experts.

We bought our 1999 Solara V-6 3.0 Liter new. We now have 63,900 miles on it. Like so many others, we are having trouble with the check engine light. A year ago it was code P1153. They replaced the Air Fuel Sensor at a cost of $312. June 20, 2007 check engine light came on again at 62,593 miles. The code was PO446. They replaced sticking vac. switching valve. This cost $193. Now, at 63,900 miles the check engine light is on again with the code PO446. They gave us a TSB EG004-99 dated June 11, 1999 and said they would start with replacing value vacuum control hoses at about $106. This is where I said WAIT! We went home and called the former Service Manager of the dealership. We have had ALL service done at dealership. He said they ordered for us a whole new switching valve system, and there is an updated TSB for this.

Is this not what we just had done? Is the switching valve system the same as vac. switching valve?

Any help would be appreciated. Thank You.
