Not neccessarily, the TRD blowers are Vortech Centrifugal blowers and make most of their power in mid to high rev ranges...and at low speeds, they are adding additional parasitic drag to the engine. If it was a roots or whipple style blower, moving a fixed amount of air volume per rev that would be another story...but it isn't, so it's not :p
I highly doubt that the SC is helping that turbo spool up significantly quicker, and if the tuner chooses their turbo carefully, there shouldn't be lag issues anyway
