I was looking for info like that in RI, and I found that all the automobile laws are posted online of the DMV website. I bet you can find something similar for Mass.

Fogs off with high beams are done to keep dim-witted drivers from blinding other drivers and causing an accident. Fogs light the foreground and high beams light up the background.
