It was actually 286hp in the E36 M3 but point taken, emissions can really lower hp

hmmm...might be that much. there was a computer modifcation that you could program into the M3 that would let you do what they call "euro-launches" and the like same with getting more power out of the engine. but yea califronia emssions suck, and i still think it was partially californias fault that the 96-97 supra turbo all came with a mandatory automatic from the factory, well that and i think that the epa is stricter to imports, but that's another story....
