try to add some brake fluid

that is affirmative.

that brake light can either be an idicator for your parking brake still in its engaged position or can also mean that you are possibly low on brake fluid or brake pad itself is running low.

dot 3 is perfectly fine to top off.

when you do a full out flush, using dot 4 may be in consideration.
