Actually i got the kit from a friend.. as a gift

it's embarrassing to ask the price.. i was guessing he bought it off from some shops..
But i can answer other questions!
The bottom shield (which they call in the instruction an action mirror) is connected to the burner unit with two thin sheet of metal, in normal condition (Lo) the action mirror is parrallel to the D2R bulb, while in case that switch is turned to (Hi) the piece of metal that's closer to the unit is magnetized to the unit body (because the current passes thru) and so the other piece of metal is pulled and also the action mirror, which is pulled and thus tilt to a certain degree (downwards), so that the light could be revealed and reflected by the reflector on the bottom of the housing and produce the Hi-Beam.
Well since it's a universal kit it's not specially designed for solara's light housing, and therefore the Lo/Hi beam difference is really limited. The difference exists, but not obvious like the stock bulbs where the Hi/Lo is adjusted by the filements.
