BUT, japanese girls dont wear crap like that. An old fad was to wear really really really loose socks (pronounced "rusu socksu") that fell down to their ankles and was supposed to make their legs look thinner.
The only people who wear those things are cosplay freaks. If you dont know what cosplay is type it into google/yahoo image search and enjoy.

[Friendly Off topic debate] The socks thing is not like what I've seen in Japan. I kindly disagree on two parts. 1) I've seen some non-traditional styles with the younger crowd in Japan. I think she'd fit in fine. 2) I don't think she's anything similar to a "cosplay freak." That's pretty weird. I haven't seen any of that but then again, I don't hit the trendy clubs in Roppopongi (Tokyo). LOL
I don't think she was going for authentic Japanese attire. Otherwise she'd be sporting the school girl skirt and jacket. I give her credit for being bold anyway. I'm sure it was effective. The really, really, really loose socks fad is still there in Japan. (As of my last visit in January) I suspect it won't go away as it's functional more than stylish.

Cosplay freaks dont go to clubs. They go to video game/anime conventions.
They usually dress up like comic or video game characters:

As for loose socks,
I have seen girls ride home on their bikes in the rain with those stupid socks soaked with about 10 gallons of water. How is that for functional?
