The sole reason I'm not making a lot 100 to 150 more HP is the fact that it would impact my ability to pass the required OBD II test for license and registeration. There is another V6 Solara owner from SG that went with a similar turbo setup like this guy has and will never be able to register his car due to his states vehicle inspection requirements. That means driving the car on the street can only be done by breaking the law.
So if you are building a non-street race car, go for it but, if you have to pass an OBDII inspection and test, as most states will require for this year, make and model vehicle, proceed with caution.

Also - Not knowing the laws of Fl but will the car pass a state required OBDII smog inspection?

The State of Florida doesn't check cars for SHITE! You could have black smoke billowing out of your tail pipe and your car leaving a trail of gasoline down the road, all while muffler drags on the ground and sparks and you won't be bothered.
I wish there was an inspection process here.
