Before I was s/c i had the same problem, the first thing the mechanic at toyota ask was if i had an air intake. Supposedly excess oil from the filter travels into the throttle body, he suggested a carb cleaner called Dragons fire i think its made by castle its what the dealership uses to clean the throttle bodies. It fixed the problem till recently.....I'm gonna use it again and see if it helps.
for the A/f ratio i believe the warmer your engine gets the leaner it runs, i've had my ratio up into the low 17's at stop lights at idle (600rpm) after i push her a little bit and as soon as i start moving it goes back to normal. I dont usually have it turned on all the time as i find it a little distracting but i'll keep it on to monitor....
